Explanation:
Here's a quick list of the appropriate break points for any sorc's. Rather than just blindly adding items to improve you speed, knowing the break points as they're called is essential.
Say we're looking to increase the speed in which we can cast spells; teleport, fireball, etc. - this works for everything that does not have a timer associated and excludes lightning, chain lightning and inferno (these three spells have a separate table). If we add an item that has x% faster cast rate, we may be able to cast spells faster.
This same principle applies to faster cast rate, faster hit recover, faster block rate, and increased attack speed. There are separate charts and tables for each. Faster cast rate, hit recovery and block speed are not affected by what type of equipment you wear. But increase attack speed does depend on the type of weapon you are using. To further complicate matters, there are separate charts for each of the different character types as well as mercenaries.
example 1 (sorc fast cast):
If you have a plain sorceress with no items, she will cast her spells at 13 frames per cast. There are 25 frames in one second, just for reference. So you are able to cast your spells at 1.92 spells per second. If you equip an item that has 20% fast cast on it, your speed will increase to only 11 frames per cast or 2.27 spells per second.
example 2 (sorc fast cast):
Adding on the first example, if you then added an item that had 10% fast cast, that would add to your previous 20% to get a total of 30% fast cast. But looking up in the first table we see that changing from 20% to 30% doesn't get us to the next break point. We would need to get to 37% faster cast before we would notice any speed increase. So for this example we’d still be casting at the 11 frames per cast rate.
example 3 (Merc jab IAS) courtesy of FrostBurn:
Let’s start with a Great Poleaxe (GPA) used by an Act 2 merc to Jab. Looking at RTB's table, a GPA has a WSM of 0. With 0% IAS, the merc will jab at 14 frames. In other words, each of his Jab attacks will take 14 frames, or 14/25 = 0.56 seconds. Now, add in a Shael rune, and you get 20% IAS. At 20% IAS, the merc will Jab at 12 frames, or 12/25 = 0.48 seconds.
Action frames, as I’ve recently learnt, are the actual frame in which the attack occurs. Since our merc's Jab attack consists of two attacks, there are two action frames in RTB's Jab tables. Going back to our GPA with 0% IAS, you'll see that the merc's action frames is at 6, 10. Meaning that during the 14 frames it takes our merc to do one full Jab attack, the check for an attack taking place is at frames 6 and 10.
EIAS is a value that takes into account all the factors that have an effect on attack speed. Some of those values include IAS, WSM and SIAS. The formula is EIAS = (120*IAS)/(120+IAS) - (WSM) + (SIAS). The convenience of using EIAS is that you can refer to one general table of EIAS, as opposed to cross-referencing IAS with WSM, and not being able to do so if SIAS needs to be considered, such as fanaticism.
Act 2 mercs have two types of attacks; Normal and Jab. It does not vary by polearm, just by the level of your merc. If you watch closely (by watching the merc and highlighting a monster's health bar), you can see that some of the merc's attacks, attacks twice (i.e. he appears to do two quick thrusts with his weapon), and a corresponding double drop in the monster's health bar during that attack. Other attacks are just one simple thrust of his weapon with just one drop in the monster's health bar, which is his normal attack. As these mercs increase in clvl, they do their special attack (Jab) a lot more frequently. A merc Jabs far more frequently than doing Normal attacks at high levels, thus it is more relevant to aim for a Jab IAS breakpoint. Probability for Jab is about 65% at low levels and about 80% at high levels. For Nightmare mercs it's slightly higher, for Hell slightly lower. Jab starts out at slvl 3 for lvl 9 mercs, is slvl 14 at lvl 43, slvl 24 at lvl 75 and above.

I also completely replaced the Act 2 Merc IAS tables I had posted incorrectly before. (I even spell checked my work this time, so it's not so embarrassing to read all my typo's after the fact

The only things I can think of adding still are the sorc normal IAS breakpoints. I've been pulling them from the German Calculator (which no one is disputing for the normal sorc attack speeds). from my first post and maybe just refer them to the end for sorc IAS breakpoints. I don't think its worth it to repost everything just to get it all in the correct order. There is a first table at the start Faster Cast Rate and the second table is about Lightning Chain Lightning and Inferno Faster Cast Rate.
The difference between them is second one is only concerned about those three spells. Am I right?

Second one is only concerned about those three spells. Yes you are right.
The first one is for all other sorc skills that does not have a built in time delay like Blizzard. Other spells like FB, Nova, Static, etc. all follow the first one.|||Finally! A post that shows the next bp for lightning/cl @ 194.
I keep getting spammed asking me why would I go with 200%FCR on a light sorc (excluding teleport purposes) if CL/L's bp is at 117.
