Why is staff faster then orb and shield even though orb and shield combo has more FCR

[:1]So I was just wondering what the heck I am missing (sorry for being a noob), but when I equip a staff it seems to make my FCR sky rocket.

Here is the FCR with the shield and orb = 165

here is the FCR with the Staff = 130 (taking into account the hidden 40% FCR bonus for sorcs who use staff)

Please edify me. |||There's no hidden FCR bonus for staves, AFAIK. Unless you installed Median XL by accident.|||Also, in the normal game there is no difference in breakpoints between 130 and 165 FCR for any skill a sorc can cast.
