What is the best stat to get over mana problems at a low lvl (like 20 to 50)? Lots of mana modifiers(% per hit, +per kill, +energy, +mana, %regenerate, etc), but what is the most effective?
How do +dmg modifiers (like x-y fire damage or poison over time) apply when you're just casting and never using the weapon? Does it make sense to keep i.e. a "+100 poison over x seconds" charm? Because I never see the visual clues (mob getting green or blue) when casting.
Do +min dmg and +max dmg boost the bounds of the spell you are using? I can't see it in the character panel, but that doesn't show anything anyway

As I wrote, newbie questions...

All the +dmg modifiers you listed apply only to melee damage. So no use for most sorc builds unfortunately.
As for your mana problems: At level 20 you should be in Act 2 and thus be able to get your hands on an Act 2 merc. You can equip them with polearms, and there is a runeword called "Insight" (runes are Ral, Tir, Tal, Sol) that you can make in any 4 socketed polearm. It gives you a meditation aura that regenerates your mana very quickly. It's also a good idea to spend one skillpoint on the fireskill "Warmth".|||insight's great, but you can't use it till level 27

First of all, Welcome!
As for your question, '% per hit' is a melee modifier and only triggers on physical attacks.
'+per kill' is good if it will make up all or most of your mana usage, but I wouldn't waste a slot to something like +1 mana per kill.
+energy is good, but +mana is better if you plan to use items later with "+% maximum Mana" as they don't multiply +energy items (or +mana per level, but it's not as common). This doesn't mean you should avoid +energy, as you still get 2 mana per energy point, just don't choose it over +Mana items.
I've never really paid attention to %regen items, but I'm sure they're helpful. I know 'Rhyme' has some on it, if you can put together 'ShaelEth' in a 2os shield. Stealth too with 'TalEth' in a 2os Body Armor.|||Thanks guys, very helpful, especially the +hit +% difference. I was wondering why my orb didn't do any good. I think I'll go for Insight on my def merc and for Spirit on a sword plus a nice shield.
